Idle drops slow on engine Rev

2000 GT 4.6L 5 Speed : Upon reving the engine the idle drops very slow. Per the Ford dealership and another mechanic they say it is normal due to emission controls (specific to the 5 Speed 4.6L) and that it is controlled by the computer. To me it's entirely annoying, would programing the engine with a chip or Hypertech solve this?

i think hypertech would b/c you can control the idle speed if im correct.
