Is a '79 280zx worth $250?

This guy at work wants to sell me the afore mentioned car for the afore mentioned price. It needs the clutch replaced (he has and is including a replacement clutch) and "some work to the power steering". Were there any non-power steering cars I could steal a rack from? I know '79 had the lowest HP rating of all the years, but why? Can you swap a head from a earlier model and make better numbers? What are the differences between the turbo and N/A engines? Different manifolds and pistons? I've been having trouble finding any good info on these cars, can anyone reccomend a good resource? Sorry for the numerous questions. thanks
