Still Running Rough

JUST RECENTLY REPLACED ISOLATOR BOLTS AND AND GASKETS, REPLACED VALVE COVER ACCORDING TO TSB FOR '99 WINDSTARS, GOT HER BACK BACK TOGETHER BUT ITS STILL RUNNING ROUGH....

ANY SUGGESTIONS WILL BE GREATLY APPRECIATED............... BTW, CEL DID NOT COME BACK ON.
