They're called, LIBRARIES, dipshit.
The only "free" manga you can find that is technically legal (there's quite a bit of conjecture on this) are scanslations of series that haven't been picked up by a US distributor. Over Rev, as mentioned in another thread, is one of the few such series.
Otherwise, "free" manga is actually pirated manga. Bootlegs, in other words. There are at least a dozen companies offering well translated manga at low prices stateside.
These include, but are not limited to, Viz, Dark Horse, Tokyopop, Central Park Media, ADV Manga, Antarctic Press, Raijin Comics, and ComicsOne.
The highest price you'll find on any one volume of manga (generally speaking, that's around 100-150 pages of content) is $17.95 for Dark Horse's older release of Battle Angel Alita or Oh! My Goddess. Recently, the market movement toward smaller, unflipped volumes (headed by Tokyopop) has moved the industry standard price to $9.95.
If you're telling me you won't shell out ten bucks for professionally translated, completely legal manga that gets money back to the creators, then quite frankly I hope you never find anything free. Further more, I hope I run into you at an anime convention somewhere so that I can personally kick you in the testicles.
