97 Grand Marquis - trunk layout

After years of the jack rolling around in the trunk I looked at the picture on the backside of the spare tire cover and realized I had the wrong anchor holding down the spare - and that there was another anchor for the jack. The drawing looks like it secures it to the passenger side trunk wall on the shelf, laying on it's side - yet I can't find a mounting location to secure the "hook" part of the anchor. Does anyone still have their spare / jack in original locations and advise where to mount these? I don't think the jack goes under the spare -sice there are two anchors. Stumped. Thanks.

The right side of the trunk, behind the carpet is where mine goes. There should be a anchor there
