Little to no heat in my 1999 Cougar

The Heat in my car is not up to par. If the Outside air temp is below 40 degrees my car does not develop cabin heat. The temp gauge is in normal range (straight up and down), the thermostat is closing/opening at the proper times, and the lines to and from the heater core are hot to the touch. My theory is that either the "blend motor" is not reaching its stops or I have a bad temperature control switch. Has anybody heard of any known problem with this system? If so, let me know before I tear the whole dash/console apart! Thanks!
