high rpm jetta

I am new and am seeking advice on my old jetta. it has progressively
gotten worse with its idle speed at about 2800 rpm. my manual says check for vacuum leaks and i can't find any. someone said maybe the Bosch system is defective. apparently you can't adjust a low idle on these cars either. any advice is appreciated.

It's a 1.8 right? Isn't there an idle speed adjustor screw on your TB? I don't remember if it's on the front or at the back, but it should be there.
