Car or motorcycle?

I watched a video about a vehicle that looks like a small four-door sedan with three wheels instead of four wheels and a small engine (about 600cc). Is it car or motorcycle?

Why does it have to be a motorcycle? Pretty normal performance, maybe not for a mid-size sedan, but still.

Usually the reason for three wheels instead of four is so the vehicle can be registered as a motorcycle which I suppose saves on taxes and also would reduce the amount of expensive vehicle safety testing that would need to be performed to be considered street legal for use in many countries.

Sounds logical, but I'm not sure if this scheme works everywhere.
