Maximum air conditioning cooling in cars.

I would like to know technically how much an airconditioner unit/s can be installed in the cars which can give the maximum cooling temperature to the passengers?

I mean 16, 12, 6, 0, -4 etc degree celcius.

This should not be compromised with running, mileage of the car.
