intermittent growling noise Fabia 3rd gen 2019

hello:

i have a question refered to an problem in an skoda Fabia 3rd gen facelift , does an like growling noise on the front wheels but is an intermittent noise and only happens when is in 3km/h and only when am from braking to restart the motion , later at higher speeds does not happen the noise.

what might be the noise about, just also am having a worn battery so no idea if is an mechanical part defect or is the battery that is messing with the electrical systems.
