Cool 2011 wrangler front bumper cover replacemnt problems

hi, just wondering if anyone has encountered this problem or knows what to do. we went to replace the front bumper cover of our jeep wrangler 2011 and got hung up. Looks like there are 4 bolt to remove and then the bumper lossens up but doesnt come off... seems like it is hanging up on the tow hooks but after ahile of trying to get it off im not sure it is just that... not alot on youtube for bumper cover but some people mention removing 8 bolts .. but that looks like that is for removing the whole bumper, not just the cover. any help would be greatly appreciated

I once also had to remove the bumper cover (plastic piece) but it was already well damaged, so we broke it into pieces right on the vehicle and then unscrewed it, so cannot tell you from the memory how many bolts were there. And then we simply put the new bumper cover (https://www.carid.com/bumper-covers/), purchased an aftermarket one, and my Jeep was sold with that cover.
