Lights come on in cold weather when car is started. Lights turn off when interior of car has heated up. How can this be fixed?

All the lights. Parking, headlamp, and dash. It makes a clicking noise in the dash area in front of the steering wheel when the car is started. Then makes the same noise after the inside heats up. The lights flicker when during the clicking after the car warms up.
