2007 Saturn ion Battery Drain

I have a 2007 Saturn ion that has to be jump started after sitting for 12 hours or more. I have changed the battery, and the charging system checks out.

I have placed a multi meter in series with the negative battery cable and recorded a .7 amp draw. I have pulled all the fuses and the draw remains.

Does anyone have any idea what could be causing the drain?
