88 Accord fails CA smog test

My 1988 accord with 240k miles on it has recently failed CA emissions test. I put a new transmission in the car and then a new carb about 8 months ago. The car runs better than it ever has, but failed CA emissions test with high NO values. The tech told me that the EGR system is designed to reduce the NO gasses and I should investigate that first. I spent a couple days checking out components in the EGR system and located a couple vacuum lines that I had crossed when replacing the carb. I have now verified vacuum at the EGR valve with the engine at operating temp and if I supply vaccum to the EGR with the engine running it stumbles but doesn't die completely - so I believe there is some functionality there. I'm going to clean up the EGR value (which has no problem holding vacuum) and the manifold before a retest. I've read about pulling plugs with a slide hammer - but I don't see these plugs in my manifold anywhere - do they exist in my model year? If the car still doesn't pass with the cleaned up EGR - I believe the next logical step is to replace the CAT - is there any way to test a CAT?
