shifting probs

My buddy's 3rd gen. camaro (88 5.7 TBI, 700R4) has problems shifting. I'm not sure if it is starting out in second gear, or if it is just shifting into second gear to early. It starts out like it has no power, but if you give it a little more gas it downshifts into 1st gear. Someone told me it was the (corvette servo). But I don't know if they were B.S.'n me or not. Is there any way to adjust or fix this? Any help would be appreciated.
