neon IAC makes noise

i have a 2001 neon se.

the prob is : rough idle
stutter when @ 1500 rpm give half throttle.

but most and inportant question ... the iac wistles ???
@ contact ( not starting ) it wistles
turn lights on ... whistle gets higher ???
