Possible Electrical problem with my passat vr6. (Pics and Video)

I was advised to post this here, as I might not actually have a 97 passat. My title says it's a 97, but I don't really know much about VWs

Well, here is the scoop. I just got this 97 passat about 2 weeks ago. One hell of a deal at that. Mother in laws boss owned it first, they sold it, but the people they sold it too, resold it, and neither of those two people thought it a good idea to change the title over. Red Light Camera nabbed them and she (mother in laws boss got the ticket) After getting the ticket revoked, she reported it stolen, and it was promptly impounded. Since both owners before her refused to claim the car I got it for a pretty good 520.00! (usd).

Well, we got it home, it was rough on the out side, interior was pretty beat up because I think they were trying to install a stereo. The engine is great. Its one of those vr6 models, pretty speedy, only 150k miles.

Well one of the big problems I was initially trying to correct was the brake lights which were either out because they disonnected them burnt bulbs, or a fuse. Sadly that is the least of my worries now. So I went under the dask and a giant glob of wires they had crammed up there come down. It was all still connected or so it seemed but something had to have come off. So I carefully undo, all the electric taped peices (you can totally tell the electric tape is this 3rd owner's doing) and replaced them with actual solid connectors.

However even after properly connecting all these wires, the car will not start. The video will show you what I mean, but basically it acts like its getting full power but the starter will not kick over. Since these wires dropped, the hazzard lights go on and off for about 10 seconds, then stop, wait another 10 seconds then start again. While it is doing the ON the horn WILL NOT work but when it stops the horn works fine, but during either on or off, the car won't go. The key will turn all the way to the right, but if you back it out just one notch and not pull it back the car will not let you return it all the way to the right again unless you take it out.

Also, now for some reason I have to physically disable the battery or the odometer and those blinkers will continue to go on an on.

Part of me is thinking that when those wires dropped, it killed the hot wire to the car triggered some sort of alarm system and the siren is broke but the hazzards are not. This is a huge mess

If there is anything else you want a picture of or a video of, it will only take me like 10 mins to do it so anything you need let me know, I am at a loss here. Time is of the essence because school season is to start in 3 weeks!
