General Motor ignores human life right!!!!

My relative is the owner of BUICK LaCROSSE produced by Shanghai General Motor Co., Ltd. A sudden brake failure came across during his driving 15th June 2010, thanks to God, he escaped from Satan finally.
A quality check was done by an authorized department after the accident. The result showed that the ABS pump went wrong. As everybody knows, Toyota dropped to an unprecedented low credit because the same reason lately. It's a fatal potential safety hazard for the driver.
The car owner negotiated with General Motor millions of times, but till now, General Motor refused to response no less than any resolution. The owner is still going here and there with a hope to uphold his legal right. How to do? How to assert his right? If you have any good idea, please don't hesitate to tell us, thanks very very much.
