Question Revamped 87 CRX in trouble

I just got into an 87 CRX that has had a bit of work done. Seals, head, head-gasget, timing belt, etc. The only BS done to it was some guy rebuilt the carb from 2 old carbs instead of a rebuild kit!? but its still in trouble, Surges while driving and stalls unless you keep the RPM's high and pump for even floor the gas. Any suggestions?? I noticed the vacuum tubes were wrong from the under-hood diagram, I am going to work on that and redo them all to ensure they are correct, but would that cause this problem or is the carb still giving me problems...Fuel pump is new and (aux..) filter is new. Ignition is sparking on all 4, not sure what else it could be...any adv. would be very helpfull.
