Water keeps getting in driving lights and blowing the bulbs. Tried silicone around edges still does it. any suggestions?

remove the lamps . then wash with dish soap to remove any slime/lubes etc... get some silicone sealant [clear]. carefully seal the seam edges where the plastic is assembled. dow makes a sealant used for metal,plastic,concrete that has a very high expansion rate. I have never seen this product fail. used in construction of window assemblies ...very soft when cured , good adhesion..
