CLOCK SPRING SOURCE FOR 1989 RV E250 non airbag, with tilt column

Trying to find a source for a replacement clock spring on my E250 RV. This spring evidently shorted out and is now causing the horn to blow with out activating the button and today it automatically activated the cruise control without being turned on with the switch.

Anyone, know of a source for the flat ribbon that goes in this clock spring and of a source for this complete spring.

Because this RV has no airbag and has the tilt column it uses the clock spring and not the contact plate type of switch.

Any suggestion for rebuilding or purchase of a different model and modifying that to use in this older Van would be appreciated.
