Well the first thing I'd do is drop it. Then I'd start working on the engine. Being that the exterior is probably the parts that would get dicked up the most...just like from bumps, rock chips, scrapes etc, I'd leave that for last.
As for rims, you might like mine. The picture in my sig on the lefthand side...those are actually my old rims. I'd get some 17's or 18's and some low profile tires...
