I was at Walmart yesterday and I found something that should work from their 'craft' section. It's a really narrow ribbon that looks just right for seat belts and/or harnesses in 1:24 scale. It's not 'plastic' ribbon like gifts are wrapped with. It's cloth ribbon so it looks really nice. They have lots of different colors. I got red, blue, and black. It's got a 'weave' to it that looks alot like the real thing.

The brand is Offray and it comes in a spool of 10 yards (9+ meters). It's 1/8" wide (3mm), so that would scale out to about 3" or 7.2cm in 1:24 scale. I haven't used it yet, but it looks pretty good for $0.59 Canadian.

You'd still have to make the buckles, etc. but my experience is that those are easier to make realistic than the belt itself.
