Koni Yellows are excellent shocks, but expensive. If you're not racing the car, I'd say they're overkill.

The Illuminas might be a better value, but you're still paying extra for the adjustability. For street use, I'd be inclined to save a few bucks and go with the Tokico blues (non-adjustable). I've got the blues paired with H&R OE Sports on my '99 Civic, and the combination works really well together (not sure how they'd work with H&R Sports on the Accord though).

However, if cost isn't an issue and you've got your heart set on adjustable shocks, then I'd say go for the Konis.

Sorry, don't really know anything about the Bilsteins.
