I think you have a wrong definition of "rice". I myself never use the word the word rice.

"Ricers" first was used to describe cars and owners that would pretend to have parts that they actually don't have. For example Advan, Nismo, Mugen, Greddy stickers all over the car when in fact they don't have any parts like that. Another huge example are Type-R stickers on Civic sedans and any other non-Type-R Hondas you can think of. Intercoolers without turbos, fake turbo blow-off sound devices, etc.

The word "ricers" was then warped by newcomers of the car scene to include such things as Altezza/Euro tail-lights, over-use of stickers, generally ugly bodykits, huge wings, neon under car lights, generally poor taste, etc.. This definition is currently the most widely used and adopted.
