Interestingly, you don't need a "normal" driver's license to drive in F1
but
a few weeks ago Markko Martin's license was revoked for repeated speeding offences here, and it was given back illegally (well, not criminally illegally, but by wrongly interpreting the law by the police, a mistake). Anyway, the way I understood it, if his license hadn't been given back to him he would have been unable to participate in the rally! Though they do drive on open roads there between stages, so it makes sense.
