50 state legal means it has a CARB tag on it. Don't worry about it. As for exhaust. You could take it off and still pass smog. They're worried about everything before the cat. The exhaust is after the cat so it doesn't matter. Exhausts just have to pass the sound level test shit they have. That's a whole different story though.
