my turn my turn, I wanna put in my $.02.
First of all, DO NOT PORT AND POLISH, the B16 head is the best flowing head Honda has made. I'm not talking about cams and this and that but overall flow numbers on the B16 head flow way better than any head they have made for that particular application. That said, go with a good set of cams and upgrade your springs and retainers while you are there. A good set of adjustable cam gears to dial them babies in with and you are there. On the bottom end, you have MANY MANY options. The #1 thing I would do is start with a B20 bottom end and slap on the vtec head. BUT, you didn't ask about that, you asked about what to do to the 1.6L bottom end. If you are undecided to go all motor/turbo/nitrous be conservative but smart. First, the rods are the weakest part of a Honda motor. Replace the rods with something like Eagle rods and find a good set of forged pistons to top it off, maybe SRP. The stock crank is golden from the factory. If you wanna go all motor, knife edge the damn thing and take a few pounds off to lighten the reciprocating mass. If you plan on going turbo/nitrous, micro-polish it and leave it alone. There you have it, a good, reliable, do anything B16. Keep stock compression if you are undecided in order to run a few pounds of boost or nitrous. I wouldn't go over 75 shot of NOS or 7 lbs of boost on this setup. At this stage, your rings are gonna be your only worries. A good intake manifold, header, CAI, exhaust (2.25 to 2.5), and an upgraded fuel system will put you over the top. Best of luck and keep us updated.
Whew, I'm spent!!!
