Two things that I can think of are the rating of the sand paper and paint.

I'm not so sure if the sand paper grit is universal in all brands. For example, Detail Master's 3200 grit polishing cloth feels like it's actually coarser than the tamiya's 2000 grit. Those scratches in your photo appear to be left by 1000 or 1200 grit Tamiya sand paper. Do you think you can find even higher grit papers in your area?

Also, if the paint isn't thoroughly dry, it tends to leave deeper scratches. Even if you can touch the paint, the inner layer might not be dry yet. After sanding, you expose the soft layer, which will result in a problem like that.

Oh, one last thing, did you sand the body or primer with a coarser grit and left unpolished before the body color?
