I know it's illegal in NY State to have your plate inside in the windshield. But a lot of people put them in there anyways (whether it fell off or they have an aftermarket bumper and don't want a plate on it); but it's still illegal. But I have absolutely no clue whether it's legal in your state or not. But another thing I was thinking is that if he gave you a warning for the muffler but got you on the plate; maybe the no plate thing is a less expensive fine than the muffler; I've known the PO9 to cut deals like that with people so they don't look like total asses (yet they still do go figure). But there has to be a way to find out if you go jipped. Try pleading non-guilty; my friends gotten at least 20 tickets and always pleads not guilty and get off with only paying a service charge.
