Yes there is a Grey area in regards to the laws but you will not get any information in regards to it because it is just more paperwork for them.
I have imported a Rx-7 from Japan for myself and I now know all the hoops involved in it. Soon I will be able to import R32 Skyline gtrs for around 15-20k american. I dunno if you would be interested but just a thought. If you wanted r33s or r34s it would obviously be more expensive. =P
Unfortunately you could try arguing your point in court but if you lose they will force you to
a: Crush your vehicle and bill you for it.
b: Force you to export your vehicle.
c: Force you to hold your car in bonded storage till it is 15 years old.. (bonded storage can be around 8 dollars a day at some places)
Just make sure you get all the kinks ironed out before you import it..
It can be tricky. Originally my car did not have the vehicle info on the door... I was like.. "ummm yeah..... this car is not stolen... so please do not arrest me."
