that site is definitely shady, and I wouldn't buy anything from a company that makes a circus out of a product as they do. They're definitely overstating the capabilities of their product, and the benefits you can get from using it. They also use a bit of creativity (to put it nicely) in describing the physics behind their product. Most of their "scientific" and "technical" information is plain fiction.
On the other hand, water injection, which seems to be the main thing they're selling, has been used for years, and does help performance in certain situations. This sytem seems to use engine vacuum to regulate the injection rate, which means you'll get more water when you need less, and vice-versa, but there may be some slight benefit to using it.
