To design a reasonable turbo setup, carbonated is not the way to go. Most carb's require some special work in order to get them to function under a blow-through design. Now, I think a carb would be reasonable if it was done like Cody did.(
http://ns.netmcr.com/~mdouglas/civic...0_hybrids.html) He's the bottom one. He's got a single sidedraft and it's a pullthrough design, so you don't have the internal pressure issues that are normally encountered with carb's. I don't know specifically about your set up but I know most carb's are a pain.
You can pick up a used Haltech Fuel Injection system for like $600 and do anything you want with it. It's not really that difficult to program, or setup.
If you're really not very afraid of electronics, try the Megasquirt system. It's got much better interfaces than the Haltech, and only costs about $200. The kicker is that you assemble the hardware and install the software (download from online), comes with everything, you just have to put it together.
But The best way to blow-through a carb is to add some sort of fuel enrichment after the carb and leave the jets alone. If you jet the carb for the turbo, the car will run like crap off-boost. The best way to do it would be to run a secondary fuel system with some injectors after/under the carb that are triggered under boost. There's a pretty good little unit here (built in MAP sensor):

The setup won't be cheap though since you're going to have get all the fuel component hard parts (including a secondary fuel tank).
