Sounds like you are using a sandpaper with too course a grit. After sanding off the paint go back with progresivly finer grades of sandpaper, just like if you were rubbing out paint except you shouldn't have to use 3000-12000 grit for this. I have Tamiya's pack of fine grit sandpapper, 1 1300 2 1500 and 2 2000 grit papers, and some of their rubbing compound. After using those, primer it and look for scratches. If they are there, start over. Once the surface is appears smooth after priming...you should be good to go.
