2 ways that i noe of
1: buy the kit which consist of some kind of gass that is sprayed near the tip of the exaust n when it is hit by exaust fumes it burst into flames
dats the "ricey way"
now for the other way,
if you have a turbo car with straight pipes and no catlyst converter your car will spit fire but no as much most likly when you makin lots of boost and you let off the gass the car will kinda backfire and some flames will come out!
i think thats the best way to do it get a strong , healthy turbo car with str8 pipes.
