DO NOT tighten it to the extent that it is hard for it to move. the arm will have certain amount of play no matter how much you drop it, it needs to be able to rotate around the two bushings. If you tighten it too much, teh forces that will be exerted on the bushings could, how to say, prematurely rip them.
So basically torque the 2 bolts to OEM specifications, get a manual for the exact amount of torque.
