Nail scissors are good, they are very sharp and have a curve that is useful for for cutting, well.. curves... duh! I also use an exacto type knife and a steel rule for the straight bits, make sure that the knife blade is sharp and don't exert too much pressure in one go or the decal could rip instead of slice nice and straight. When trying to get rid of all traces of carrier film I freehand with the knife blade to get into those last few hard to get areas.
