This section you've cited: 46 CFR Part 111 Subpart 111.15 you realize it refers to water vessels, not land vehicles, right?

Also, the garages referred to in NFPA 70E are commercial parking garages, not people's personal garages at their homes. A parking garage, whether it be at home or in a parking garage is not considered a "charging room." By definition, a battery charging room is defined as a room (or separate area) intended exclusively for charging batteries. It can also be used for the maintenance of said batteries.
