At highway speeds incidents happen too quickly to have the time to put on and properly fasten a properly fitting (ie: snug) helmet. With very few exceptions (none that I can think up) if a driver has enough time to put a helmet on, they have enough time to avoid the collision.
But how does carrying a helmet relate to a tire bursting? A bursting tire should not lead to a collision or loss of vehicle control unless the driver over-reacts. To that point though, I suppose someone prone to over-reacting may be the same type of person who would carry a helmet with them in a car....
