After a hundred miles they should spin pretty freely by hand. If not, take the drums off and put the wheels on the axles and spin with no brakes to make sure it isn't the wheel bearings or something in the rear axle housing. If it spins fine there, try adjusting the spinner adjuster wheel in a bit more if it will do it. Make sure you have the shoes on correctly. There are sometimes two sizes, so make sure you don't have the two larger on just one side, and also if there are two sizes, one goes to the front and one to the rear, but I either mark which went where before taking it apart, take a pic, look it up online or just make sure once on that it has the correct spacing all the way around.
