I believe the rack may need to be removed to replace the stub shaft seal. The lower cover, lash adjusting nut, and upper clip need to be removed, then the stub shaft and rotary valve assembly needs to be pressed down only far enough to permit removal of the seal and bearing parts. Replacing the seal may be fruitless without replacing a worn bearing (sleeve) since the shaft will deflect and allow oil to leak right past a new seal.
