2000 Regal LS/189k miles/ Shifter issues / Window regulator.

A) For the past couple of months, whenever I start my vehicle. I wait a minute or two and then proceed to put the car in gear. But when I depress the brake and the top knob on the shifter...it won't allow me to push down and shift into gear. I wait an additional minute or two and WALLA...it finally allows me to depress the shifter knob and go into gear. Sensor issues???

B) My right rear window only goes down about an inch and up the same. So I guess it is only the window regulator that's faulty. So I guess it's safe to say that the window switch and OEM motor are still operating properly. I've researched Ebay for aftermarket regulators only. So my query is. Are the aftermarket regulators interchangeable with the stock OEM window motors?? Will the gears of the OEM motor fit the aftermarket regulator?? I've read quite a few reviews where purchasers of aftermarket window regulators with motors included. Have stated that the motors operate at a much slower speed than the OEM motors. Any input would be much appreciated. Thank you.
