I had a positive experience with Testor gloss coat. (the orange band one) It's lacquer based, which is my preferred type, and almost all kits I completed, while I was in the U.S. were finished with that.
Since it's lacquer base paint, it will probably attack any brand of paint and decal, so the first few coats have to be mist. Then, each coat has to be thoroughly dry, and after waiting for a week or so, it can be sanded and polished to a smooth mirror-like surface.
