I managed to get the truck to fire and I think tomorrow I will finish. One of my issues is the final timing. The crank balancer has 2 timing marks to use for TDC. I have tried each using a compression gauge to show me number 1 at TDC then picking a mark. They are 90 deg apart and I think that I actually need to be right in between them. I cannot find anything about 2 marks in any literature. I did rebuild the fuel regulator on the TBI just in case. Anyway, I will try the middle ground on the timing marks and see what happens.
