Test for spark by holding an ignition wire within ¼" of a ground and have an assistant briefly crank the engine. If there is no spark the ignition system will have to be diagnosed before proceeding.
Test for fuel in the carburetor by removing the air cleaner, holding open the choke, and operating the throttle linkage while observing the primary bores. Streams of fuel should be pumped toward the venturis by the accelerator pump. If no fuel is pumped, the carburetor bowl may be empty.
Check the fuel filter. Since you didn't mention the type of carburetor installed, the filter location can vary. On a stock 2GC or 2GV, the filter is in the carb body where the inlet fuel line connects. Use a backup wrench to hold the large filter nut while loosening the fuel line nut. Remove the fuel line then the filter nut to expose the filter.
It is also possible that the sock filter in the fuel tank is contaminated and starving the fuel pump. An easy way to check this is to remove the inlet line from the fuel pump to determine if gravity from the tank will cause fuel to flow to the pump.
