if you run it with the top hose off you can't put enough water in it to check for flow. just take out the thermostat and see if you have good flow and if it overheats still, you can also run your hand across the fins on the radiator and make sure its the same temp all the way across and not just hot on the outside edges once it warms up and you shut it off
