The fact the airflow goes to windshield says your vacuum is not complete- it is leaking- these programmers tend to leak at the vacuum manifold- the soft rubbery element turns to mush and leaks- so I take them apart and completely bypass the manifold by running separate vacuum lines (spliced in) inside the hvac programmer box.
I've done 5 or 6 this way- never has it been a programmer issue- it has always been the vacuum leaking issue.
