2000 Sebring Convertible - top motor won't close

I have a 2000 Sebring Convertible with approx. 150,000 miles. In recent years, the speed of the top closing or going up has gotten slower and slower. It has now gotten to the point where if I put the top down, it will not come back up. It may come up a couple inches, but not any further. I can hear the motor running and trying to work, but not getting any results.

Any ideas on how to fix it? I know the motor is located behind the back seat, and I can take the back seat out to access it, but I am not sure if it is the fluid in the motor, the motor itself, the lines running from the motor, etc.

Any thoughts? Thanks!
