I had similar problem with blinker and brake lights in rear 99 suburban..
2 years ago on vacation had to stop in Kentucky to replace a bulb ... turned out it was the circuit board...so I replaced it $75 or so
Now it did the same thing again so I changed the circuit boards from the other side, the problem was not the board I searched for a loose or broken wire in the trailer hitch harness and low and behold I actually found a broken wire It was up on top of the gas tank but i was able to run a jumper wire to make the connection .works fine now but I never thought it would be a broken wire there ...just got to keep it dry from all the snow on the Michigan roads
