I went to autozone and asked them about maybe the pulley is bad, but they said most likely it needs to be tightened, since '06 Elantra's have manually adjusted pulleys (not spring-loaded).
What do you guys think about the squeeling, and if I'm right, how would I tighten the pulley?

Either the bearing is bad or the belt needs tightened. I have a Kia 2006 and the idler pulley's have a tensioner with a bolt in it with either a 12mm or 14mm head. Use a 1/4 drive socket on a ratchet or a combination wrench tighten the bolt until the belt is as tight as the other belts. About 3/8 slack in the long side. To tight will ruin the bearing.
